Mullsjö Municipality is currently in a strong development phase with a clear focus on the future. We have reorganized the municipal management administration to meet new needs and create the best possible conditions for residents, businesses, and visitors. Our current manager has retired, and we are now looking for an HR Manager who wants to help shape and lead the municipality's work in areas such as competence and leadership.

RESPONSIBILITIES
As HR Manager, you will lead Mullsjö Municipality's strategic and operational work within HR, competence supply, and leadership development. You will lead and develop a consolidated function consisting of seven employees working with HR and payroll. You are responsible for developing a professional, proactive, and operationally close HR support that strengthens the conditions for managers and contributes to a sustainable and attractive employer.
You will be part of the municipality's and administration's management team and report directly to the municipal director. The role involves close collaboration with managers throughout the organization and a central position in the municipality's development work.
Your main areas of responsibility
- Design and lead the overall direction for the HR function (HR/Payroll) with full responsibility for operations, personnel, and budget
- Ensure qualified and equitable support for managers in labor law, work environment, rehabilitation, and wage formation
- Drive the municipality's work with competence supply to attract, recruit, introduce, develop, and retain employees
- Ensure that there are appropriate and uniform structures, processes, and working methods that support quality, efficiency, and consensus in HR work
- Support and develop managers' leadership through clear working methods, advice, and training initiatives
- Promote good cooperation with trade union representatives and contribute to constructive relationships
- Be an active part of the municipality's overall management work and translate strategic decisions into practical action
- Lead and shape the municipality's overall wage policy and contribute to sustainable wage formation in the long term
QUALIFICATIONS
Required Qualifications
- Academic degree in HR/Human Resource Management or other education deemed equivalent by the employer
- Several years of experience in qualified HR work
- Good knowledge of labor law, work environment, rehabilitation, and cooperation with trade unions
- Experience in qualified negotiation work and good negotiation skills
- Experience working in a politically governed organization
- Very good ability to express yourself verbally and in writing
- Ability to communicate clearly and build trusting relationships with managers, employees, and trade union representatives.
Meritorious
- Experience in leadership
- Experience in change management and driving development work with clear results
- Familiarity with data-driven work with HR key figures, analysis, and follow-up
- Experience in digitalization and system development within the HR field
- Experience in strategic work in a management team
